use cygwin to produce i386-elf output?

I've searched the Cygwin website up and down. And the google archives
too but I can't find a proper instruction how to let gcc/ld produce
i386-elf or ppc compatible output. I want to use a windows frontend to
develop native linux applications. Can someone here tell how to
configure gcc for Cygwin to produce that sort of output?
