been done or completed.

ls -ld the-directory ls -ld the-directory/the-file

If no file has been created (or renamed or deleted) during the download,
or later the time of modifictaion of the directory reflects when the file was
created.  The time of modification of the file itself reflects when the last
byte was written.

check out the project "fam" (File Alteration Monitor).
