PCI IRQ number reported by scanpci and lspci are different.

Hi Champs,
I have a Dell machine with Linux running on it. (Linux version is
2.4.20-8smp). the problem i am seeing is that, output of scanpci -v and
lspci -vv command does not match for interrupt Line register of PCI
configuration.
scanpci -v shows that INT_LINE is 0x03, while lspci -vv commands gives
IRQ 17. is there some theory behind this?
All PCI devices are working correctly!
[cat /proc/interrupts command shows IRQ are of IO-APIC type.]
