Looking for Embedded dev system

I'm looking for a embedded development system
that uses common off the shelf 16 or 32 bit CPUs like PIC or AVR and can
be built ground up from components with lots of add ons
such as ethernet, USB, SDCards, IDE interface etc.
(Google only brings up pre-built modular systems like PC104.)
Any ideas?
