Device driver on userland

Hi everybody:
Is it possible creating a device driver on userland? By example, I have
installed a very strange device in my system and Linux does not
recognizes it at all... anyway, is there some way to access to its
information and create a driver for it, everything in the userland?
I want to create a system emulation environment on top of Linux, and I
want to have access to all the devices and have control of them (with
drivers or not in the base system). Is it possible?
