They managed to make a library implementation of SCTP (another transport
layer). Granted, it is limited to user processes with root permissions.
Is what you are doing also at the same level?
As I said, it is more an academical question on how one could do it.
But it is an important question related to something else.

Anyway, the functionality provided by this fifth layer would have to
include specific routing and transport layer protocol switching.
Besides some other some other additional functionality...
