In order to make this work, you have to do something sensible. IP
addresses are owned by machines, not by interfaces. You need to setup
bridging or something else sane.

Unfortunately, ARP is not the only problem. Multiple interfaces in the
same logical subnet (when not bridging) is a very advanced
configuration and should not be attempted without a full understanding
of the issues.
