Serial port - modem

Hi. I need to use special modem in Linux, but I can't make that its works.
The modem is an ISA bus card, with a serial port RS-232 output that must be
connected to a radio to transmit. I am using the modem as a normal serial
port (open, write, read, ...), but the PC doesn't send or receive data from
it. I can receive and transmit data by mean of the standard serial port.
I read lot of manual pages, internet documents (serial port how-tos, ..),
examples programs, etc, but I am no able to make the modem work.
Can anyone help me?
