IIRC the entire Radeon line has hardware for video scaling, etc. Using
mplayer's "xv" output device will take advantage of this. (I certainly
had no problem with video on a similar Radeon on a 1GHz P-III with
mplayer. It's been a while though, so my memory is a little fuzzy.)

You'll need the Radeon DRI drivers from dri.sourceforge.net (open
source) to get 3D up and running on a Radeon 7000.
