Camcorder hardware/software?

If you were to build a computer for the express purpose of editing and
compressing digital video, what would be your minimum spec? What would
you deem optimum? Where would you draw the line that would define your
perfect computer?
What I have available now does what I need it to, but dealing with video
will take quite a bit more machine (from what I gather). If I'm wrong
and my present 512 MB 700 MHz Duron with the 60 GB hard drive and the 64
MB Radeon 9000 Pro can be upgraded to accomplish this then that will be
good. If I'm right, well, I have had the itch to build a new computer for
quite a while now and this will be a good excuse^Wreason to do just
that.
