USB pen and FULL SPEED question

Hi there..
I have an MP3 USB pen (magicstar).
It works under linux, but I have one question for you.
I have a pcmcia USB 2.0 controller, and by the way my "on-board" one is
an USB1.1 compliant.
In the specification of my pen, it is stated:
"Transferring rate up to 12Mbit per second at 'Full Speed'"
and then
"Read/Write speed of USB Interface : Read 800KB/sec and Write 600KB/sec"
what does it mean? what will be the max speed?
How can I activate the full speed?
my usbview shows that the pen is connected as 11MBps device (so full
speed)
