Please help with optimising hard disk performance

I would very much appreciate any assistance in my quest to optimise my hard
disk.

This is the disk I am using:

I noticed that according to specs at "UDMA Mode 4" setting, the transfer
rate is 66.6 MB/s.

On a stock RH9 install, I get the following with "hdparm -t /dev/hda"

Time buffered disk reads: 64 MB in 3.75 seconds = 17.07 MB/sec
====

Now, according to the spec, that looks like it is operating in (DMA mode 2)
or (PIO mode4). So, I guess the question I am asking is:

What can I do to get the transfer rates according to the specs? Are my
expectations too high? :(

A bit of info on my machine:

AMD Athlon 700
Bus supports UDMA 66
IDE cables support UDMA 66
