Special keys and Gnome 2.2 keyboard shortcuts

I did a bit of research how one defines special function keys on newer
XFree86, and found that it is these days a rather simple matter (see
eg. http://igloo.its.unimelb.edu.au/Webmail/tips/msg00468.html).
I've done this. Now my problem is how under Gnome 2.2 (RH9) one binds
these key presses to events in the window manager (program start etc.)
Under the Red Hat menu, I find Preferences/Keyboard Shortcuts which is
obviously intended to be used for this, but something is wrong since
the help tells me:
Custom Shortcuts
To add a hot key, perform the following steps:
1. Click Add. A Custom Binding dialog is displayed.
But I have no "add" in the whole kbd shortcuts thing which to click,
nor anything to bring up a "Custom Binding" visible. Am I just somehow
goofing up here, can anyone help me in figuring out what am I missing?
