Dell GXMT ignores my PCI cards in Linux

I have a Dell Optiplex GXMT 5100 (Pentium 100, 82431FX chipset) system,
which has PCI and ISA slots mounted on a riser card. I've installed Debian
3.0r2 with Linux kernel 2.2.20 (the default installation kernel).
The odd thing is that lspci just lists the PCI devices on the motherboard.
If I plug PCI cards into the slots (a Netgear MA311 WLAN card and a Realtek
8029AS based NIC), lspci ignores them completely and the kernel drivers fail
to find any of the devices when modprobed. The cards obviously have power
and are alive (LEDs on both; NIC link light comes on when I plug the
network cable in)
So... has anyone seen this before? The only things I can think of is that
there's some problem with the PCI BIOS, or some PnP configuration specific
to Dells (interrupts?) - but my limited experience with PCI makes me
skeptical of these. The backplane AFAICS is completely passive, and I've
removed it and reseated it in case the contacts were dirty.
I'm going to try 2.4.23, but anyone got any suggestions?
