Don't know about this particular device, but I use an external USB 2.0
hard drive on both 1.1 and 2.0 computers without problem. The only problem
is that the 1.1 computers run the drive very slow due to the much lower
data transfer rate.

I would think the 1.1 computer would "see" the external DVD drive, but
there would be the question as to whether the data transfer rate would be
fast enough to run the burner correctly. It could be their firmware or
software has been program to prevent such a mismatch. The Liteon web site
didn't seem to offer much help on this issue, but you might want to do a
more complete google search.
