Actually, they set the current (using a variable resistor).
Zalman makes one, and I noticed it's being carried
by newegg.com (IIRC). And probably others.

A simpler method is to insert a (appx.) 50 ohm, 1/2 watt resistor.
Different values can be tried. This method works well for case
fans, but I've never tried it for video card fans.

One thing to keep in mind regarding reliability of semiconductors
is that it falls off quickly as the temperature is increased.
So this method might not be the best way.

I don't use 3D apps much, especially on Linux, so I use Matrox
Millenium G550 cards. I haven't compared specs, but became
interested in them when I read that the Matrox cards actually
have better 2D performance and sharper images than the nVidia
and ATI 3D cards, which are oriented more towards gaming.

The nice thing about the G550 is that it uses only a small
heat sink, and no fan! It is totally quiet.
