"scanimage -L" doesn't find anything? Double-check with
scanimage --version that you use 1.0.13.

epson.conf is wrong. As far as I know you don't need to change
anything. However, when you update from an older version,
configuration files are NOT overwritten by default. So when you
update, you should either uninstall the old version of sane-backends
first or copy the configuration file manually.
