Err... Have you checked that the BIOS is seeing the devices?
IIRC, some BIOSes have a "clear PCI data" option or similar. If you
shuffle the cards in such motherboards, you need to set that option
and reboot once to get the motherboard to manually interrogate the
cards instead of just using data it stored previously.
