TV-out in X = white screen

I have Mandrake 9.1 running on a PIII-550 system with an ATI Mach 64II+DVD
with NTSC TV-out. When I connect it to the TV I see the kernel boot up,
etc. but the moment X launches I get a white screen on the TV. Is there a
setting I'm missing to get it to display on the 2nd monitor/TV? Is this an
issue with X that might be resolved with a newer version? Is this simply a
driver issue?
