Just dd it is enough.
The space after 15GB on your 80G drive will be empty space, then you can
use your favorite disk tool to create a new partition or resize/move
current one.
Windows SHOULD be happy, I have done this two times with no problem.
However lilo maybe unhappy, so just reinstall it.
