something like powerquest partition magic for linux?

i have an external hd with ntfs format. i would like to convert it to
fat, so i can use it with linux and windows. i tried powerquest
partition magic, but it has some problems with my external hd.
is there a tool for linux which i can convert ntfs to fat paritions?
(without the loss of data!!)
i don't have enough space left to copy the data and format the drive
with an other format.
