is there a faq on how to control CPU frequency under linux?

I know it is possible in linux, because I have seen the odd comment
here and there about stuff in the kernel, but I could find no enduser
instructions anywhere. I also know my board can do it, because
speedswitch/XP can do it...but I would rather avoid windows. I would
be happy enough if I could just select the power state to control heat
generation and fan.

has anyone written a HOWTO or FAQ for cpu frequency control under
linux?
