incomplete shutdown

I have an ECS Desknote, which has the form factor of a laptop but uses
an external battery and/or power adapter. Since upgrading to Fedora 2
I've had the following problem: shutting down proceeds normally, but
when I re-start the computer, only the fan comes on and it doesn't
boot up. I have to unplug the power cable, re-plug it in and then the
power-on button works normally.
What is causing this and what can I do about it? The plug for the power
line is known to be a point of failure for this device and so I want to
avoid unnecessary use of it as much as possible.
