Yes there are PCMCIA modem cards that look like serial ports
and implement standard Hayes modem controls. I had one until
it broke last year. (A Psion card that came with my Latitude.)
Instead of a USB modem you may use a USB-to-serial converter
to attach to an external serial modem. The kernel's Documentation
directory has some comments about those converters.
(Some are better than others it seems.)
