Of sound, floppies and laptops

So I have this old thinkpad 600e that I'd like to build up as
something for my daughter to play with. So naturally, without sound,
it's not very useful. After much googling I'm led to believe that
sound will only work after I use a DOS utility, supplied by IBM, to
muck with the power management settings.
Problem - I do not have a floppy on this machine.
So, anybody know a way to take a single EXE file and burn it onto a
bootable CDROM? Or is there a better way I can make this happen? My
only other option, that I know of, would be to install Windows just
long enough to run the utility (which I would have to download
directly) and then put linux back. So I'm hoping there's an easier
way.
