One disk permanently active

I have a linux box on which one disk appears to be permanently active. I
can see which one it is because the disks are in removable trays.
Now I don't believe there is sufficient activity all the time for the
disk to be always active -- the disk access light *never* goes off.
It behaved like this when running RedHat 6.2, now it runs a clean
install of Gentoo on a new disk. Also, I just changed the disk (the old
one was showing lots of errors) and it continues to be active 100% of
the time.
Any ideas?
