Conventional wisdom is that AMD Athlon64 systems need pretty beefy power
supplies, but I've also heard that the problems that occur with
less-powerful power supplies are largely a result of CHEAP power supplies
that don't deliver enough power on particular lines. The "300W" figure is
a total value; that's split up into several different voltages and some is
lost as waste heat. Better power supplies lose less and split the
available power up in ways that work well for your system. In any event, a
300W power supply that ships with a $27 case isn't likely to be very good.
I'd recommend getting something larger and/or from a better manufacturer.

I've never heard of this manufacturer. The SiS chipset it uses looks good
on paper, but the last time I checked (a few months ago), Linux driver
support for some of its embedded components was weak, but improving. I
suspect it'll be OK, but you may need to use a very recent kernel and/or
patch an older one. The last information I had was that Ethernet works,
parallel ATA works but some people say it's slow, serial ATA support was
being developed, and I couldn't find anything on sound support. This was
as of the 2.6.3 kernel, though, and it's probably improved since then.
A few months ago, for Athlon 64 systems, the nVidia nForce3 150 and VIA
K8T800/VT8237 were both more mature chipsets from a Linux driver point of
view. (I've got an MSI board with a K8T800/VT8237 chipset, FWIW. It works
well, with the exception of some flaky audio.) I'm sure both nVidia and
VIA have more recent chipsets out by now, and I don't know how they stack
up. This all changes so quickly....

If 40GB is enough space for you, then fine; but this is pretty bare-bones
by today's standards.

3D video support for AMD64 is still weak, but it's something I've not
studied in detail, as I don't really care about it. If you do, I suggest
you investigate availability of AMD64 drivers for this card or any other
you might consider instead.
Overall, I'd say to put more money into a better power supply and do some
more research on SiS chipset drivers and the video card driver.
