PCI cards not recognized

My PC boots up OK about half the time, the rest of the time I get a fully
working PC, but with no PCI cards (ie no network, no sound and no modem)
When it works it works flawlessley, when it doesn't, the kernel erros log
contains:

Any body have a clue what could be going on.
I'm sure its not the individual cards, I've swapped the network card for
another brand and ditto the sound card.
Kernel is 2.4.22-10mdk-i686-up-4GB
