USB card detected, yet no USB

I'm trying to add USB to a box (Mandrake 10.0, stock 2.6.3-7mdk kernel)
but need help getting it to work. I installed a USB 2.0 PCI card (VIA
VT8235 chip) and noted that the card is listed among the PCI devices at
boot (USB controller, PCI slot 1, IRQs 9 and 10). Following advice I found
googling, I insured that /etc/sysconfig/usb contains the line "USB=yes"
and added the following line to /etc/fstab:
probeall usb-interface usb-uhci ehci-hcd
harddrake2 (Mandrake's hardware detection and configuration tool) and
lspci both see the card, but "service hotplug status" tells me that usbfs
is unavailable, so naturally /proc/bus/usb is empty. Attempting to mount
it with "mount -t usbdevfs none /proc/bus/usb" doesn't produce any errors,
but /proc/bus/usb remains empty. The BIOS has no setting specifically
mentioning USB, but I did try "PnP aware OS" at both yes and no.
I've googled myself half to death, I've read the FAQ and "The Linux USB
sub-system" at linux-usb.org, and I've consulted the good folks at
alt.os.linux.mandrake, but I'm not getting anywhere. Any ideas?
