USB webcams can be controlled, but no image

When I connect a USB webcam I do not get any image. On the other hand
the applications that try to capture show that capturing is in progress
and do give information about camera type, settings and so on. E.g. when
I start camorama the LED on the camera is turned on, but I only see a
grey box on the screen. It is not a video overlay problem, as the
captured files only contain grey frames as well.
The user is part of the group "video". Setpwc seems to work well. Tried
changing settings (resolution etc.) - no improvement.
I have tried with different configurations and hardware, but it just
does not work:
Webcams tested: Philips ToUCam Pro, Logitech QuickCam Pro 3000
Linux configurations tested: Debian Sarge i386, Kernel 2.6.12.1
Debian Sarge Amd64, Kernel 2.6.13.2
