On a loptop things are very different than on a desktop. You
need to qualify all requirements against how much battery
power you have and/or how often you will be near a
power-source. So a P4 in a laptop will clearly outperform a
Sempron, but you'll only have ~45mins of usage out of your
battery :-(

Will you only use the battery occasionally? Then opt for a
more powerful cpu. Otherwise go for a more energy efficient
processor.

AMD or Intel? On a desktop it's simple as AMD cpus are
cheaper *and* faster than Intel, but on a laptop things
aren't so clear. Centrino-based laptops are great because
they are fast, energy efficient and seem to be well
supported in linux. This is especially useful if you need
wireless connectivity where other solutions might be a bit
more hit and miss.

The final thing of note is the laptop manufacturer, as cheap
laptops can be very badly made and when a laptop breaks it's
not so easy/cheap to repair (if at all) :-(
