have processor speeds plateaued?



I'm considering upgrading some processors/motherboards. It looks to me
like processors max. out at around 3GHz, which is pretty much the same
kind of speed that they were running at last year.
OK, they _are_ cheaper, and there are 64bit CPUs around.

My question is: for a bog-standard 32 bit CPU, if I upgrade to a 3GHz
clock speed now, am I likely to be able to get anything significantly
faster, i.e. 4GHz, in a few months time, or it this pretty much "it"?

p.s. forget about overclocking, I'm only interested in what it says
on the tin.
