Please read the manual for the modem. "ATZ" resets the modem to some
saved configuration. Is it a special setting you've created, or are
you hoping that it is correct. Most modems want "AT&F0" as the init
value. (USRs are different.)

Above, you say you can hear the dialtone, but the modem can not. This
could be because it is in a setup for a different country (not all
dialtones sound the same). The manual should mention this.

_A_ solution would be to change the dial string from ATDT172222 to
ATX3DT172222 - the X3 tells the modem not to listen for a dial tone.

Most dialing/modem tools are using some bizarre init string that someone
saw in a very bad dream - one that bears no resemblance to what the modem
manufacturer recommends. Read the manual for the modem, and then run
'minicom -s' to reach the modem setup.
