Read the "Hard Disk Upgrade HOWTO" from the Linux Documentation Project

IMHO, it is best to create partitions on the new disk, create
filesystems, and then copy over data.
You could use some utility to "clone" the whole disk and then resize the
filesystems to take advantage of the new disk space. But generally, I'd
try to avoid resizing a filesystem if possible, and it's easy to just
create filesystems of the appropriate size before you start copying data
to the new disk.
Certainly a valid approach. I would make a point of starting with the new
external backup drive first, getting that running first (less chance for
permanent data loss). Then move inwards to the operational drive.
