software based fan speed adjustment

BACKGROUND: ( Question follows... )

I have an AMD64 4600+ system with the Cool-n-Quiet stuff enabled
and the BIOS has something called FanEq which slows down the
fan depending on the CPU temperature. I have it set at 40%.

My system is configured so that it drops down to 1.0 ghz from
2.4 ghz at boot time and the fan speed reports: 900 rpms.

When the box boots it really is 'cool-n-quiet'. When I am
processing video with mythtv, it gets hotter and louder...

lm sensors reports.... ( my custom report )

(date, time, cpu temps, fan speed, cpu speed )
20061027 03:06:02 +84 +62.6 +77.0 860 1000.000
20061027 03:07:02 +86 +62.6 +78.8 852 1000.000
20061027 03:08:02 +86 +62.6 +80.6 869 1000.000
20061027 03:09:02 +86 +62.6 +83.3 869 1000.000
20061027 03:10:02 +86 +62.6 +85.1 860 1000.000

.... when there is activity... I get:
20061028 00:07:03 +129 +96.8 +113.0 3835 2400.000
20061028 00:08:02 +129 +96.8 +113.0 3668 2400.000
20061028 00:09:02 +129 +96.8 +112.1 4017 2400.000
20061028 00:10:02 +129 +96.8 +113.0 3668 2400.000

.... now when the system settles back down, I have:
20061028 08:07:01 +88 +62.6 +95.0 2812 1000.000
20061028 08:08:01 +88 +64.4 +95.0 2812 1000.000
20061028 08:09:01 +88 +64.4 +95.9 2812 1000.000
20061028 08:10:01 +88 +64.4 +95.0 2909 1000.000
20061028 08:11:02 +88 +64.4 +95.9 2812 1000.000

QUESTION:
.... you notice that the CPU Freq goes to 2400 as expected,
the fan runs faster... 900rpms -> 4000rpms and the processor
gets hotter... all working fine... BUT.... when everything
settles down... the CPU FAN Speed does not....

It must be a bios issue... the fan speed does drop some....
the CPU temp is back to normal.... but it doesn't drop
to the 900rpm level...

Is there a software tool in linux that I can use to slow
down the cpu fan speed... I don't want to reboot to get
the BIOS to slow it down...

Thanks - jack
