BTW: it's usually the power supply that goes. Does it smell burnt at all? Don't forget, the power supply gives more than just 3 voltages. I just replaced one on a system that did pretty much what you described except for the HDD light.

Your board, and the rest of the system, should be under warranty if it's only been 7 days. Take it back to where you got it and let them figure it out. :)
