Unplug everything that you can (including removing all memory) except
for power to the mainboard, then try starting the computer. You should
get some beeps complaining about there being no memory. If not, you have
a hardware problem. It could be the MB, CPU or power supply.
If you get that, then put some memory back in and try to get to the BIOS
screen. If you can do that, then start adding things back in one at a
time until something breaks again.

Did that. No beeps, nothing. All voltages from PS seem ok (+5,
+3.3, +12, -5).
I did find through a search that some people have had trouble similar to
mine and it turned out to be a defective MB. I have requested an RMA
on the MB. I bought it mail order, I may pick one up locally today and
try it.
The CPU chip is cold, even when I put power to the MB. I guess it could
be the CPU also.
Perhaps but it is more likely that power isn't getting to the processor. Again, that could be the MB has a problem or it could be the power supply.
The ATX connector specifies multiple power connectors for most voltages and includes a -12 as well. Plus it has a check for good power. There's a lot that can go wrong in a power supply these days that won't show up in voltage tests.
If you can find another supply (another computer that you can borrow for 30 minutes), swap it in to test it before sending your MB away.
