USB PCI Card problem

Hello,
I'm having a problem with a 5 port USB PCI card I've installed in my
computer.
I have a Bluetooth dongle (which works when plugged into a different
card) which appears to be recognized as in the following output from
dmesg:
Bluetooth: Core ver 2.11
Bluetooth: HCI device and connection manager initialized
Bluetooth: HCI socket layer initialized
Bluetooth: L2CAP ver 2.8
Bluetooth: L2CAP socket layer initialized
Bluetooth: RFCOMM socket layer initialized
Bluetooth: RFCOMM TTY layer initialized
Bluetooth: RFCOMM ver 1.8
Bluetooth: HIDP (Human Interface Emulation) ver 1.2
but doesn't actually work (it is not detected by any programs hcitool
etc). Further, if I plug in my phone, it receives power but its flash
drive is not automounted like it would be if I used a different port. It
does work if mounted manually, which leads me to believe there should be
a simple solution. Also when I plugged a mouse into this card, it did not
work either despite being recognised:
input: Logitech Optical USB Mouse as /class/input/input8
input: USB HID v1.10 Mouse [Logitech Optical USB Mouse] on
usb-0000:00:10.1-1
Any help would be much appreciated.
