Another update:
It appears the panic= not working right mystery is solved:

0.97 is also in Etch and it probably never even TRIED to boot my new
kernel whenever I used "grub-reboot" because of this.
Leaves the question why the kernel does not find its root disk even
when booted by my console operator contact.
