I have a few questions that I would appreciate help with:
1) Why does the kernel suggest throttling is happening when it declares
that throttling isn't supported?
2) Where is the threshold configured?
3) How do I either correctly configure the threshold or disable the
temperature checking?

Maybe you should look at your CPU fan and make sure it's working properly.
