It could be unbelievable, but I had the same problem because of a defective network card. I noticed it had stopped working, but I didn't remove it.
When my PC started to shutdown, I thought it was the PSU and I changed it, but still there was the problem. I disconnected then the DVD drive and the floppy, without success. After, I tried to remove the pci cards .... and the problem was there, in the broken network adapter !
