that is broken? When I switch on the power should not the fan be
running.

Check: that the power switch connector is on the right pins on the motherboard and the power supply connector is fully seated to the motherboard.
: that the power switch on the BACK of the power supply is on.
: that the power cord in fully seated
: that the power strip or surge protector is powered on.
