Huh ? Linux 2.2.19 has plenty of USB support, including for USB mass storage devices.
But maybe potato did not have fancy hotplug features yet, so you may need to explicitly load the required modules : usb-storage, usb-uhci|uhci or usb-ohci depending on the USB host controller type...
Check the kernel logs with dmesg to see what happens when the device is plugged or the module is loaded.

Upgrade the kernel to the latest 2.4 (or 2.6) you can find, and it
should work. The easiest solution is in the first paragraph.

Potato modutils wouldn't support 2.6 kernels, and I am not even sure about 2.4 kernels.
