Theoretically it's OK to build the card, as a full space for PCI-E card
is large enough to hold an 2.5" HDD on it, and offer power consumption.
I am just not sure if someone actually built it.
I at least recall I ever used a PCI card with a PCMCIA slot on it in
which a small HDD can be inserted, about a decade ago.
Most of the problem of finding such device is I don't know the keyword
to search for.
How about eSATA?
