Depends on what you mean by "do something" and whether you are using
Novell or Microsoft. If you mean do more than just run installed
applications, then if you are using Windows 2000/NT server, you make a
group on the server called something like "localadmins" and then on
the client you grant administrator rights to all members of
localadmins. You can add and delete members from the group on the
server and the changes will take effect automatically on the clients.
If you do nothing on the client other than tell it what domain to
join, then authenticated users are granted "user" rights, which means
they can run programs, which is all they need to do.
The novell dynamic local user has the ability to add users to any of
the built in groups, administrators, power users, or users. In many
ways it is more flexible than the Microsoft system because you don't
have to to do as much on the client. There are also a few more
settings you can make about how user data is stored and so forth.
At no time with either system do you actually need to create a local
user account. It is created automatically at the time of
authentication to the server.
