Any chance you can borrow an external modem from someone for a while? A
modem will quite happily converse over a serial cable with a program
like minicom, without actually having to go online or anything.

Of course, the wiring to a UPS is not likely to be the same as a modem
cable, but at least you can establish whether the serial port itself
works. Having got that far, you can mess around with the wiring much
more confidently.
