Well, if it's any consolation I often have to resort to the jargon
file for acronyms that I'm not familiar with. The particular one that
is bothering you comes from a very popular science fiction novel ("The
Moon is a Harsh Mistress") and is relatively common.

Or because the acronym is better known than the phrase. If I avoided
acronyms I would be chastised for being too verbose, possibly even by
you ;-)
