Confused about location of /boot

Can anyone confirm whether the cylinder 1024 rule is still valid with a
modern (up-to-the-minute) PC? I've googled, but all the articles I've
seen appear to have been written 4 years ago.

Is that because the rule has been superceded by recent hardware/software
developments?

For background, I'm expecting to dual-boot Mandrake 9.2 on a laptop with
WinXP pre-installed, and I'd like to leave the first 30GB for Windows for
an easy-life.
