This sounds vaguely familiar. Didn't it turn out to be something
like "due to screen resolution, the accept/decline buttons were
on a part of the window that extended beyond the boundaries of
the screen?" If so, then

(a) moving the window ought to make the buttons visible, hence usable

(b) Windows has been susceptible to the same thing for years (can we
    say "Large Fonts", boys and girls?)
