As of a few months ago, my research indicated that you can't
format a USB floppy under Linux. If anybody knows otherwise,
please post a pointer.

Nope. It doesn't mention anything about formatting USB
floppies. It does use the word "format" several times, but it
isn't referring to formatting a disk surface. It's referring to
creating a filesystem in an existing partition -- a mis-usage
left over from DOS days where there was only a single utility
(called "format") that did both tasks.
